This RFC template is for when somebody wants to add a new feature or change an existing one. RFCs are necessary when making any major changes in the network, such as adding new features or modifying existing ones, fixing bugs, etc.
The template is used to create a request for comments, which are then sent out to an organization or group in order to get feedback on a particular subject. A good example of this is when you want your company's employees to give their input on the new software release.
